office sector posted encouraging gains in early 2025, signaling renewed activity after a slower period in

previous years. Transaction volumes improved during the first quarter, supported by expansion

initiatives and relocation strategies from both traditional occupiers and outsourcing firms.

Key business districts including Makati, Bonifacio Global City, Ortigas, and Quezon City continue to

anchor market activity, with expansion driving the majority of transactions. Meanwhile, in the Makati

fringe, Ortigas, and Alabang, relocation remains the top motivation, as companies pursue more efficient,

cost-effective, and flexible work environments.

This momentum represents more than a short-term rebound. It reflects how organizations are

strategically redefining their office presence, balancing access to prime business locations with

scalability and sustainability. The modern workspace has evolved into an adaptive environment, one

that grows with business goals and reflects a new standard of work-life integration.


Expansion Beyond the Capital

Colliers also observed that the growth story extends well beyond Metro Manila. Provincial cities such as

Cebu, Pampanga, and Davao are gaining traction as alternative business hubs, driven by improving

infrastructure and access to skilled labor. Davao in particular continues to post one of the lowest

vacancy rates nationwide, underscoring the increasing preference for regional locations among

expanding firms.

The rise of these provincial centers highlights how companies are embracing distributed work models,

creating multi-location networks that bring them closer to talent and clients while maintaining

operational agility. With more businesses establishing regional operations, the Philippine office market

is evolving into a more balanced, nationwide ecosystem.
